Hausse record des recettes douanières en 2017

سجلت الإيرادات الجمركية في عام 2017 ، رقما قياسيا بلغ 95 مليار درهم (مليون درهم) مقابل 90.5 مليار درهم في عام 2016 ، وفقاً لإدارة الجمارك والضرائب غير المباشرة .
ويرجع هذا الأداء بشكل أساسي إلى تطور ملحوظ في الواردات ، كما يشرح التقرير المذكور لعام 2017 ، مشيراً إلى أن ميزانية الإيرادات الجمركية بلغت 89 مليون درهم.

وباستثناء رسوم الاستيراد ، فإن جميع الرسوم والضرائب المستردة قد سجلت اتجاهاً إيجابياً خلال عام 2017 ، كما ذكر المصدر نفسه ، مشيراً إلى أن ضريبة القيمة المضافة (VAT) تشكل 58 ٪ من إجمالي إيرادات الميزانية ، يليها ضريبة الاستهلاك المحلي (31٪) ، ورسوم الاستيراد (10٪) ورسوم خط أنابيب الغاز (1٪).

ويظهر التقرير ارتفاعًا بنسبة 7.4٪ إلى 51.4 مليار درهم من ضريبة القيمة المضافة الناتجة عن زيادة "ضريبة القيمة المضافة على منتجات الطاقة" وتطور "ضريبة القيمة المضافة على المنتجات الأخرى". "وهو ما يفسره السلوك الجيد للواردات (+ 6.3 ٪) في عام 2017.

ارتفعت ضرائب الاستهلاك المحلي بنسبة 4.8 ٪ مقارنة بالعام السابق ، بسبب الأداء الجيد لجميع البنود ، وتلاحظ نفس المصدر.

وفقا لإدارة الجمارك والضرائب غير المباشرة  ، فإن الرسوم على منتجات الطاقة ، والتي تعود نسبة 80 ٪ منها  من تكنولوجيا المعلومات والاتصالات المفروضة على المنتج "زيت الغاز وزيت الوقود" ، ولدت إيرادات قدرها 15.7 MMDH بزيادة 3.4 ٪ مقارنة مع عام 2016.

ارتفعت نسبة الرسوم على التبغ المصنع بنسبة 6.3٪ مقارنة بعام 2016 ، وذلك بسبب الزيادة في عدد السجائر التي تم تسجيلها بنسبة 4.9٪ في عام 2017 ، وفقًا للتقرير الذي يشير أيضًا إلى زيادة بنسبة 9.2٪ إلى 1.7 مليار درهم من إيرادات تكنولوجيا المعلومات والاتصالات على المنتجات الأخرى.

أما بالنسبة لرسوم خط أنابيب الغاز ، فقد بلغت الإيرادات المحصلة في هذا الصدد أكثر من مليار درهم ، بزيادة طفيفة قدرها 1.6٪ مقارنة بعام 2016 ، وهو ما يوضح وكانت هذه النتيجة مدفوعة بارتفاع الأسعار بنسبة 23٪ ، إلى جانب انخفاض بنسبة 11٪ في حجم الغاز الطبيعي الذي مر عبر الأراضي الوطنية.

من ناحية أخرى ، انخفضت عائدات رسوم الاستيراد بنسبة 5٪ ، وترجع حصريًا إلى انخفاض رسوم الاستيراد على القمح ، حسبما ذكر التقرير ، مضيفًا أن رسوم الاستيراد باستثناء القمح زادت بنسبة 4٪. ، 4 ٪ بفضل تحسن في الواردات الخاضعة للضريبة في ظل رسوم الاستيراد بنسبة 9 ٪.، فإن TIC على منتجات الطاقة ، والتي 80 ٪ من هذه الضريبة تأتي من تكنولوجيا المعلومات والاتصالات المفروضة على المنتج "زيت الغاز وزيت الوقود" ، ولدت إيرادات قدرها 15.7 MMDH بزيادة 3.4 ٪ مقارنة مع عام 2016.

Key Responsibilities

Prior Go-live (Project Phase)

• Lead the design, fine-tuning and testing of container release and acceptance in the context of automated gates in close collaboration with local shipping line office as well as other relevant stakeholders
• Lead the specification, selection and implementation of an appointment system
• Closely manage port community (truckers, importers/exporters, forwarding agents etc) together with the shipping lines to create buy in around the concept of appointment, incorporate customers' needs and provide training and support as needed
• Liaise with customs and port authorities to ensure concession obligations as well as any other requirements are met
• Work closely with the supplier of the Gate Operating system to ensure the infrastructure and systems are installed/configured to match the operational specification
• Lead mapping and testing of the various EDI messages involved in gate transactions in collaboration with the shipping line and other staff in the planning department
• Lead the testing of activities around the automated gates and follow up on resolutions of exceptions
• Establish training materials as/where required
• Close to go live lead the communication campaign in the port community to ensure smooth start up
• Lead the recruitment and training of all staff in the gate department

Post Go-live (Commercial Operations Phase)

• Manage, motivate and instruct all Gate and Rail team members to achieve high work performance. Structure tasks and goals to establish efficient course of actions, set priorities and organize information.
• Liaise closely with users of the automated gates as well as shipping lines to ensure smooth service delivery while maintaining the transactions secured and the operations safe
• Ensure safe working conditions are kept.
• Provide regular process control checks and initiate and support performance improvement activities.
• Maintain and enhance relationships and goodwill with external / internal customers, vendors and contractors.
• Promote good relationship with trucking community, agencies, customs, quarantine and other bodies.
• Follow up the customs procedures & implement changes if necessary.
• The incumbent is expected to supervise a group of subordinate staff towards the achievement of results. Responsibility for the execution of operational activity.
• The incumbent is expected to contribute suggestions to improve existing methodologies, processes and measurements when executing duties on an ongoing basis to improve efficiencies at the gate
• The position is complex

Who we are looking for

• Master Degree in Transportation, Economics, Business Studies or Logistics.
• Experience of at least 5 years in dealing with the Moroccan Port environment in a management role.
• Proven experience in dealing with customs clearance processes, port formalities or trucking activities in/with the port complex of Tangier Med.
• In-depth knowledge and experience of the different processes, actors and regulations involved in the flow of import/export container.
• Excellent knowledge of Government Agencies (especially Customs) imports and exports procedures.
• Excellent communicator, able to build up relationships at all levels and influence others without formal authority.
• Ability to be a problem solver and an independent facilitator in which to resolve any customer issue with due respect of company policies.
• Must be conversant with MS Office suite.
• Proficiency in English, French and Arabic.
