مرصد الشمال يدعو المجلس الأعلى للحسابات إلى افتحاص مالي لوكالة طنجة المتوسط للتنمية البشرية

يتابع مرصد الشمال لحقوق الإنسان باهتمام بالغ النقاش العمومي الدائر حول أنشطة وكالة طنجة المتوسط للتنمية البشرية التابعة لوكالة طنجة المتوسط وهي المؤسسة  التي تأسست سنة 2007 بهدف تعزيز المسؤولية الاجتماعية والتنموية المستدامة للقطب التجاري والصناعي والخدماتي ….
وحيث أن المؤسسة الاجتماعية ( وكالة طنجة المتوسط للتنمية البشرية ) تعمل على إقامة مجموعة من الأنشطة الاجتماعية والتنموية تمس التعليم، الصحة، التكوين المهني، المجال الثقافي والاجتماعي…  وفق منطق الشراكة مع المؤسسات المنتخبة وجمعيات المجتمع المدني كما تعرف نفسها في وثائقها إلا أن تلك الشراكات والدعم الذي تقدمه هذه المؤسسة العمومية لفاعلين محددين دون غيرهم  يساءل مبدأ الشفافية والنزاهة وتكافؤ الفرص. خصوصا أن المؤسسة تعمل على تدبير المال العام دون إتباع المساطر القانونية المعمول بها كالإعلان عن طلب عروض ونشر لوائح المستفيدين من جمعيات ومؤسسات رسمية ومبالغ الدعم المقدمة …
وحيث أن أثر تلك المشاريع المنجزة من طرف وكالة طنجة المتوسط للتنمية البشرية يبقى دون المستوى المطلوب على المستفيدين مقابل الأموال الكبيرة المخصصة لها وهو ما يعني غياب الفاعلية وهو ما يشكل إهدارا للمال العام.
وحيث أن إقامة ميناء طنجة المتوسط والأقطاب الأخرى الملحقة به كان على حساب ساكنة المنطقة، إذ تم اقتلاع المئات من الأسر من أراضيهم وأراضي أجدادهم ومنحهم تعويضات هزيلة  واستمرار سياسة الإقصاء من طرف السلطة المينائية ووكالة طنجة المتوسط للتنمية البشرية بتوزيع الصفقات وفق منطق الزبونية والمحسوبية دون مراعاة مبدأ الشفافية ودون أن يكون لتلك المشاريع وقعا ايجابيا عليهم وعلى أبناءهم.
فإن مرصد الشمال لحقوق الإنسان، يعلن ما يلي:
1_ يدين السياسة التي تنتهجها السلطة المينائية لميناء طنجة المتوسط ووكالة طنجة المتوسط للتنمية البشرية بعدم الشفافية فيما يخص الإعلان عن المستفيدين من الشراكات التي تبرمها بشكل دوري وترصد لها مئات الملايين سنويا.
2_ يطالب المجلس الأعلى للحسابات بضرورة افتحاص كلي للمشاريع التي أنجزتها وكالة طنجة المتوسط للتنمية البشرية منذ تأسيسها في سنة 2007    .
3_ دعوته لإئتلاف جهوي لتتبع المشاريع التي تنجزها وكالة طنجة المتوسط  ومساءلة دورها في التنمية بالمنطقة.

TMSA will build a logistics platform at the port of Abidjan

The Tanger Med Special Agency (TMSA) will develop a logistics platform for the marketing of fruit and vegetables at the autonomous port of Abidjan. An agreement was signed on Monday in Meknes by Morocco and Côte d'Ivoire on the sidelines of the International Agricultural Show in Morocco (SIAM). The objective is to better value the flows exchanged between the two countries, as well as with the countries of the sub-region.

The agreement also aims to directly serve the interests of Ivorian and Moroccan economic operators, strengthen their competitiveness and accelerate trade between the two countries. The project also involves investments in the construction of controlled temperature and atmosphere logistics warehouses as well as exhibition and marketing spaces.

Logistics: LC Waikiki invests big in Tangier Med

Logistics: How Fast Fashion Resizes TangerMed

According to Abkari, who was speaking at the 4th edition of TangerMed Logistics Days, "Fast Fashion" gives Morocco a considerable advantage over some South-East Asian countries with lower wages.

Some brands such as the Inditex group renew their collections weekly and it is for their shops to be delivered up to twice a week. For countries like Bangladesh, which have become Europe's tailors, the pace can not be kept up for some items such as women's clothing with the highest rotations.

The length of distances with several weeks of sea voyages and the obligation to undertake large series handicaps these Asian suppliers. As much for the textile as the automobile, the advantage of the port of TangerMed is to be located less than 24 hours of road of the principal European capitals.

To achieve good service to Europe, TangerMed has set out to set up international logistics corridors. These are lines connecting with several ports including those of southern Europe as the unmovable Algeciras or Barcelona.

Other lines for ro-ro traffic have been created, such as the one connecting Vigo for example, entirely dedicated to freight. Connections are not only physical, but also virtual and computer-networked with data exchange between ports for better coordination between start and end points.

In terms of infrastructure, the port has recently had a new import-export lock. This installation streamlines operations by pooling resources and a dedicated grouping space. And small structures working for big brands to be able to pool their efforts and consolidate their loads into larger trucks.

Nador West Med. 2nd big port in MED

Encouraged by the success of the Tangier Med hub, which allowed the Kingdom of Morocco to propel itself on the international scene of the regular line, the country has designed another port project by imagining the development of Nador West Med. This future deep-water port, also located on the Mediterranean coast of the country, will be housed in Betoya Bay.
The development works of the new Moroccan port of Nador West Med were to start in 2016 to last no less than sixty months. But environmental and seismic studies have delayed their start a few months. The future port will include a terminal for hydrocarbons with three oil stations (20 meters deep), a coal terminal with a platform of 360 meters and a depth of 20 meters. Facilities to which will be added a general cargo terminal, a ro-ro station and a service dock. There is also a container terminal with a 1,520-meter platform (with a draft of 18 meters), a 76-hectare platform with the possibility of adding a 1,200-meter platform to operate the containers.

Target: 25 Mt of hydrocarbons, 7 Mt of coal, 3 M TEU

Nador will treat 25 million tons of hydrocarbons, 7 million tons of coal and 3 million of various goods. In the container sector, the target is 3 million TEU, with the possibility of an additional 2 million increase.
The project will further strengthen Morocco's presence on international shipping routes. The country has already risen from 78th in the world in 2004 to 33rd place in 2008, ranking 17th in 2014 following the completion of Tangier Med.

A consortium, consisting of the Moroccan group SGTM, the Luxembourg group JDN and the Turkish group STFA for 7.61 billion dirhams (800 million USD), won the international tender for construction of Nador West Med.
According to the project's designers, the port complex will eventually include "a large deepwater port, an energy hub, a port platform with significant capacity for container transhipment, import-export and bulk processing and a integrated industrial platform open to domestic and foreign investors ".
Geographically, "Betoya Bay is a prime location for large-scale port development," it adds. A site that offers "multiple benefits, favorable exposure to swells, favorable topographic and bathymetric conditions for construction, a privileged location on the sea routes, between the Suez Canal and the Strait of Gibraltar, and the availability of land, both public and private ".

Mecachrome's MKAero extension opening ceremony at Tanger Med.
